Dr. Gerald Myers reported with his colleagues that the origin of HIV could not have begun with "cut hunters" or other single isolated cross species transmissions (called "zoonosis"). He reported that genetic sequencing studies prove some "punctuated origin of AIDS event" took place during the mid-1970s, giving rise, virtually simultaneously, to at least ten different HIV "clades" (or genetic subtypes) associated with ten different distinguishable AIDS epidemics in Africa alone.
The most likely cause of this widespread bizarre zoonosis was some man-made (i.e., iatrogenic) event involving chimpanzees, this group reckoned.
So if chimpanzees were not used to make the polio vaccine, and therefore the origin of HIV and AIDS did not come from this vaccine nor time period (1950s-early 1960s), then what other vaccine given during the early to mid 1970s might have used one or more SIVcpz-infected chimpanzees in the manufacturing process?

After beginning his research on the AIDS pandemic in 1992, Dr. Boyd Graves discovered in February 1999 the greatest evidence, to date, of records and reports of the experiments that led to the development of what the world now knows as the AIDS virus.
That document is the “1971 Flow Chart of the Special Virus Program of the United States.”
Dr. Graves submitted this flowchart as evidence to the Sixth Circuit Federal Court in a case which named the President of the United States as a defendant to answer a petition acknowledging the authenticity of the Flow Chart.
On January 12, 2001, the case was dismissed as “frivolous,” and then referred to the District’s Appellate Court, which ruled in favor of the lower court.
Eventually, it went to the Supreme Court, which refused to hear it without giving comment as to why.
Dr. Graves spoke with Final Call contributor Sultan Muhammad to explain the significance and consequences of his research.
Sultan Muhammad (SM): What is this flowchart and what does it indicate?
Boyd Graves (BG): The 1971 Flow Chart is the blueprint for the development of AIDS. It is the quintessential missing link document which provides absolute proof of the U.S. origin of HIV/AIDS.
It is located in one of the 15 progress reports of the federal program entitled “The U.S. Special Virus Cancer Program.”
I believe the term “cancer” was a misnomer to misdirect the actuality of the HIV development.
It provides, again, absolute, absolute evidence of the U.S. origin of HIV as a synthetic biological agent.
We are currently bringing the lawsuit again with respect to the origin of AIDS/U.S. manufacture of AIDS, vis-à-vis through a federal complaint which we now have pending in the San Diego Federal Court.
SM: There have been several other researchers who have said what you have said. However, your research appears to be the most specific and the most conclusive evidence. Why?
BG: I believe what you will find with some of the world scientists and medical doctors who have involved themselves in this issue is they have only taken it so far. I believe, maybe, out of fear. I also believe that some of them may, indeed, be a part of the problem as it relates to a blown cover that let some of the air out of the bag, but not all of the air out of the bag.
However, any cursory review of the U.S. Special Virus Program—the 15 progress reports—would show conclusively that, indeed, HIV is synthetic. It has been developed over a number of years and it has an affinity for people of color. But the research here, as reflected on my website, www.boydgraves.com, is as extensive as I can possibly make it, so that our people can see the totality of the other side of the development of this agent.
SM: When you say affinity to people of color, how is it directed?
BG: What the science and medical evidence concludes is that the HIV enzyme seeks out a receptor site in the blood of the Black genome. The receptor site is the CCR5 Delta 32+ (positive) gene that all people of color have.
In the same sense, on the other end of the spectrum, is the 15 percent Caucasian population of the world, which is CCR5 Delta 32-(negative) gene. That means that under no circumstances, whether HIV came through the air, intravenous drug usage or any form of the sexual activity, would the virus be transferable in this sector of the world’s population, which is basically of northern European descent.
It is speculated by some experts that, in a worse case scenario, 85 percent of the world’s population could potentially perish under these designer viruses and designer synthetic biological agents.
What we’re looking at here—because of this identified gene of the Black genome, this CCR5 Delta32+ (positive)—we are potentially looking at the eradication of all people of color.
SM: Your statement reminds me of the year 1932, when Mr. Prescott Bush, the grandfather of the current president, convened the first international eugenics conference here in America. I understand this year was significant for other reasons. Could you explain?
BG: Many of us are aware that the Tuskegee experiment, where Black sharecroppers were injected intentionally with syphilis for the purposes of infiltrating syphilis into the Black genome. Some 60 years later, we could then say that Black people are scurrilous; syphilis runs rampant throughout Black people and, therefore, they are someone to be placed in a secondary capacity. That is particularly in line with the eugenics program where White births are encouraged and Black births are discouraged.
In 1932, the infectious agent of HIV was first tested on sheep in Iceland. That agent is called Visna.
In 1932, in conjunction with the Tuskegee syphilis program, they were testing the infectious agent of HIV on an island nation. We have Visna as 30 percent of the sequences of the HIV here today. So, 1932 not only is significant for the start of a push for eugenics, i.e. a White birth order, but also the start of the testing of the infectious agent of HIV in AIDS.
SM: Can you give us a timeline of the case that you brought before the federal courts?
BG: September of 1998 was the first legal action on this issue and that was even prior to the discovery of the flowchart, which was not until February 1999. We brought this case in the federal court for the purposes of proving and showing the evidence overwhelmingly suggests and concludes that HIV is synthetic. It is also supported in the Congressional Records, in particular House Resolution 15090.
The original lawsuit was rejected on the basis that the synthetic origin of AIDS was a frivolous issue. This matter went all the way to the Supreme Court.
We are currently bringing the lawsuit again with respect to the origin of AIDS/U.S. manufacture of AIDS, vis-à-vis through a federal complaint which we now have pending in the San Diego Federal Court. This case is with respect to a police kidnapping of me last July, where I was beaten and injected with something and discarded by the police. However, their records show that I was never arrested.
The issue there is that I was making irrational statements that the federal government made AIDS. As the experts can clearly show, my statements are not irrational.
My website indicates that I have some 30 scientists and medical doctors who have posted their conclusions of my research, and for that I am grateful. Their credentials are impeccable and we believe that this federal case, as it relates to the San Diego police, will allow for this issue to come forth again. We believe we have the strongest case yet, with regard to proving that HIV is synthetic and has been produced by the United States and others.
SM: Do you think the program Global 2000 is used in complicity with the U.S. Special Virus Program?
BG: I believe what Global 2000 represents is a shadow government where a few elitist—white men in such organizations as the Trilateral Commission, Council of Foreign Relations and, even to some extent, the Illuminati—have made a plan by which two billion of the world’s people will perish vis-à-vis these synthetic biological agents.
We believe it is the underpinning of what I call the “African Holocaust.”
I also think it is reflected in the National Security Study Memorandum 200, which was drawn up by Henry Kissinger in 1974 and taken to the World Population Conference held in Bucharest, Romania. It was adopted and approved by many of the nations of the world, including some African puppet government dictators at that time.
The Global 2000 plan is a hideous plan that magnifies the Hitler/Jewish Holocaust by about 50 percent with respect to the number of people that have been planned for extermination. Much of that is the Global 2000 plan and the King Alfred Plan. But it was also drawn up in the U.S. Public Law 91-213 that was signed on March 16, 1970 by President Richard Nixon which, in essence, authorizes HIV/AIDS and the development of HIV/AIDS as a matter of Public Law of the United States of America.
SM: I want to go back to the federal court case which was refused by the Supreme Court without comment.
BG: The case in 2000 was a full disclosure as it relates to the Freedom of Information Act. We were seeking full disclosure of the Special Virus Program vis-à-vis the courts.
They were presented with the flowchart document, as well as a May 15, 2000 letter from Dr. Victoria Cargill, the medical officer of the Office of AIDS Research of the National Institute of Health. Dr. Cargill declared in the letter that the flowchart is the flowchart of the human immune deficiency virus. Here, we have an official document from the United States saying the same thing.
In May of 2000, it was declared as the flowchart of the immune deficiency virus from the top medical officer of the United States. Yet, the Justice Department merely set the documentation aside.
Dr. Cargill located the flowchart, as well as some of the Progress Reports of the Special Virus Program, from the archives of the National Cancer Institute, and wrote a letter to that effect.
She referred this information to the National Cancer Institute to Dr. Allen S. Rabson, who quickly destroyed all the information for a good reason. We found that Dr. Allen S. Rabson, the current deputy director of the National Cancer Institute, was on the 1971 HIV/AIDS developmental committee and his name is located in the Progress Report.
SM: There were 15 Progress Reports?
BG: Yes, covering 1963 through 1978. Then, we had HIV/AIDS in mass infection in Africa and Manhattan.
In Phase V of the flowchart document, you see that the special virus that they were developing was going to be placed in clinical trials. Here we have conclusive proof again that vaccines were complemented, not contaminated.
The smallpox vaccine that went to Africa was complemented with the U.S. special virus HIV. Also, they recruited promiscuous White homosexuals in Manhattan—1,068 of them, I believe—and they were all given an experimental Hepatitis B vaccine, and that vaccine was also complemented with HIV/AIDS.
Therefore, the question to pose for the officials of our government is how a White homosexual disease transforms itself into healthy Black women. Black women are now the fastest growing group with HIV/AIDS today.
SM: In Chicago, a few months ago, a young couple went to visit their daughter in a major hospital and found a needle hanging in her leg. The parents had the needle examined and it was found to be laced with AIDS. Would this be among the methods AIDS is administered to victims?
BG: Again, we refer back to the 15 Progress Reports of the federal program which details every experiment and every contract. What you find is a conglomeration of colleges, hospitals, medical centers and foundations—all working together for the sole purpose of the development, implementation and proliferation of the HIV virus, through the human genome, primarily the Black genome.
Sultan Muhammad (SM): In the early seventies, during the so-called “sickle cell anemia” scare, could the purpose of the blood collection (said to be done to determine if that person had the disease) have been to acquire enough blood from Blacks to use in the study of biological warfare?
Boyd Graves (BG): That’s exactly correct. That program was again a part of the Special Virus Program. The program began officially in 1962. However, the research shows that it began a lot longer ago than that. The collection of blood, the tinkering with the Black genome, has been going on throughout the entire 20th century.
We have a memorandum from February 1948, Foreign Policy Statement No. 21 written by George W. McKenna, where it states emphatically that the United States has to get over the niceties. That the United States had to develop/devise a scheme to deal with the burgeoning population of the Third World.
We further cite a Time magazine article from June 3, 1946, “Better Than The Bomb,” where the May 1946 Appropriation Hearing is discussing a biological agent. We believe that they’re discussing the inducement of Visna into the human genome.
But we find in the 1971 Progress Report, on page 39, that there is a statement by the United States that Visna has not yet been associated with human disease. Today, according to the Journal of American Medical Association (JANA) in a 1987 paper, they conclude that HIV/AIDS evolved from Visna.
What is shown here are the connection and the nexus of how Visna has been manipulated through gene splicing and placed into the human genome so that we would have no natural affinity towards the Visna. Indeed, it would be an acquired immune deficiency.
That’s the exact language of the congressional testimony in June 1969. They were working on something for which no natural immunity could have been acquired, and that is from the congressional records that set House Resolution 15090, page 129 and the heading there is “Synthetic Biological Agents.”
So what we find is that this inducement and development of HIV/AIDS, as they proclaim it to be a mystery illness from nature, is, indeed, a designer virus from the laboratories of the United States of America.
SM: In reading the June 1969 Senate Subcommittee Hearing on Chemical and Biological Weapons, I was surprised to learn what had been developed during that time.
BG: They go into specific detail as it relates to, not only a lethal agent—HIV and AIDS—but also incapacitating agents which we believe have manifested themselves in chronic fatigue syndrome.
There is also the Gulf War Illness, where Dr. Garth Nicholson proclaimed is the HIV genome with one gene missing.
Therefore, this June 1969 House Resolution 15090 shows that they were working on a synthetic biological agent; in the language of the Pentagon, “an agent that would lead to worldwide scourge or a Black Death type plague.” We believe that they are talking about AIDS.
SM: Who is Dr. Robert Gallo?
BG: Dr. Robert Gallo is one of the primary scientists involved in the Special Virus Program. He located a human retrovirus, an RNA dependant, DNA polymerase, in 1971. That is in the Progress Report, page 105. This isolation was, and is, a plural effusion, from a five-year-old Black American boy that was used as the entity that all has fused from. It’s the research of Dr. Gallo, coupled with the Special Virus Program, in which he had a green light to do whatever it took to develop a special virus for the purpose of population stabilization.
In simpler terms, he received a patent (U.S. Patent No. 4647773) to continue the production of HIV in April 1984. As far back as 1971, he was noted as a project officer. Consequently, President Clinton, before he left the office of the presidency, pardoned Dr. Gallo for any acts relative to this issue.
SM: Your research reports that there was/is a cure for AIDS.
BG: Absolutely. The Flow Chart has five phases. In Phase IV A are immunological controlled experiments where they developed the inhibitors, the vaccines, as well as the cure for HIV/AIDS before it was released. There is a cure for AIDS patented in, I believe, October 1997, a one-time injection that eradicates the HIV/AIDS in the blood system without any side effects.
SM: Were you diagnosed with AIDS?
BG: I had a diagnosis. There is some speculation that it might even have been false-positive. There are many conditions. One of the conditions that I had at that time allowed, for Black people in particular, to test false-positive for HIV/AIDS, whereby you were placed on medicines with tremendous side effects. These medicines led to liver failure that killed a number of persons.
In November 2001, I took the U.S. patented cure and, for the last 33 months from a physical standpoint, have been in the midst of rejuvenation.
Therefore, we do know that the cure is available; it works; we believe it is suppressed simply because not enough people have been killed yet.
SM: What is this cure called?
BG: Tetrasil. It has a second name, which is Imusil. The patent number is 5676977.
SM: Who has the patent on this drug?
BG: The patent was issued to Rabbi Dr. Marvin Antelman of Morantech Corporation in Providence, Rhode Island. In my research and contact with Rabbi Dr. Antelman, he told me he had a college relationship with Dr. Gallo, who had stolen something that he and others had been working on. That led me to think that perhaps Dr. Antelman was given the AIDS cure as a payback by Dr. Gallo. There is a connection between the AIDS invention and the AIDS cure patent program.
There is a tetra silver that is used in swimming pools. We found a similarity of the blood in your body with respect to the water in a swimming pool. If you put something in a disc in your swimming pool, then all the water becomes clear. The same is true with this one-time injection of purifying the blood in the body. The process is identical to how you purify the water in the swimming pool, and I believe that the swimming pool product is called tetra silver.
Dr. Antelman changed the name from Tetrasil to Imusil.
SM: Who is Dr. Vincent Gammil?
BG: Dr. Gammil is a friend of mine who led me to the Tetrasil. He was also instrumental in supervising Dr. Roberto Munoz, of Mexico, when I received the injection in November 2001.
SM: Did you receive the injection in Mexico?
BG: No, I received it in Southern California.
SM: How were you able to get the drug?
BG: The chemical composition of the Tetrasil is Ag4O4 (Silver 4/Oxygen 4). It is a relatively simple compound to make.
We could flood Africa with it and bolster the individuals who are suffering and laboring under the throes of HIV and AIDS, so that we have a chance to save the continent. As we speak, the first trials of the cure, Tetrasil, have gotten underway, with only three individuals in Kinshasa taking the injection.
A recent report was that the individuals are doing well and are delighted to have had the AIDS cure. Therefore, we know it works and we know that it is suppressed.

Much of that is the Global 2000 plan and the King Alfred Plan. But it was also drawn up in the U.S. Public Law 91-213 that was signed on March 16, 1970 by President Richard Nixon which, in essence, authorizes HIV/AIDS and the development of HIV/AIDS as a matter of Public Law of the United States of America.
SM: I want to go back to the federal court case which was refused by the Supreme Court without comment.
BG: The case in 2000 was a full disclosure as it relates to the Freedom of Information Act. We were seeking full disclosure of the Special Virus Program vis-à-vis the courts.
They were presented with the flowchart document, as well as a May 15, 2000 letter from Dr. Victoria Cargill, the medical officer of the Office of AIDS Research of the National Institute of Health. Dr. Cargill declared in the letter that the flowchart is the flowchart of the human immune deficiency virus. Here, we have an official document from the United States saying the same thing.
In May of 2000, it was declared as the flowchart of the immune deficiency virus from the top medical officer of the United States. Yet, the Justice Department merely set the documentation aside.
Dr. Cargill located the flowchart, as well as some of the Progress Reports of the Special Virus Program, from the archives of the National Cancer Institute, and wrote a letter to that effect.
She referred this information to the National Cancer Institute to Dr. Allen S. Rabson, who quickly destroyed all the information for a good reason. We found that Dr. Allen S. Rabson, the current deputy director of the National Cancer Institute, was on the 1971 HIV/AIDS developmental committee and his name is located in the Progress Report.
SM: There were 15 Progress Reports?
BG: Yes, covering 1963 through 1978. Then, we had HIV/AIDS in mass infection in Africa and Manhattan.
In Phase V of the flowchart document, you see that the special virus that they were developing was going to be placed in clinical trials. Here we have conclusive proof again that vaccines were complemented, not contaminated.
The smallpox vaccine that went to Africa was complemented with the U.S. special virus HIV. Also, they recruited promiscuous White homosexuals in Manhattan—1,068 of them, I believe—and they were all given an experimental Hepatitis B vaccine, and that vaccine was also complemented with HIV/AIDS.
Therefore, the question to pose for the officials of our government is how a White homosexual disease transforms itself into healthy Black women. Black women are now the fastest growing group with HIV/AIDS today.
SM: In Chicago, a few months ago, a young couple went to visit their daughter in a major hospital and found a needle hanging in her leg. The parents had the needle examined and it was found to be laced with AIDS. Would this be among the methods AIDS is administered to victims?
BG: Again, we refer back to the 15 Progress Reports of the federal program which details every experiment and every contract. What you find is a conglomeration of colleges, hospitals, medical centers and foundations—all working together for the sole purpose of the development, implementation and proliferation of the HIV virus, through the human genome, primarily the Black genome.
Sultan Muhammad (SM): In the early seventies, during the so-called “sickle cell anemia” scare, could the purpose of the blood collection (said to be done to determine if that person had the disease) have been to acquire enough blood from Blacks to use in the study of biological warfare?
Boyd Graves (BG): That’s exactly correct. That program was again a part of the Special Virus Program. The program began officially in 1962. However, the research shows that it began a lot longer ago than that. The collection of blood, the tinkering with the Black genome, has been going on throughout the entire 20th century.
We have a memorandum from February 1948, Foreign Policy Statement No. 21 written by George W. McKenna, where it states emphatically that the United States has to get over the niceties. That the United States had to develop/devise a scheme to deal with the burgeoning population of the Third World.
We further cite a Time magazine article from June 3, 1946, “Better Than The Bomb,” where the May 1946 Appropriation Hearing is discussing a biological agent. We believe that they’re discussing the inducement of Visna into the human genome.
But we find in the 1971 Progress Report, on page 39, that there is a statement by the United States that Visna has not yet been associated with human disease. Today, according to the Journal of American Medical Association (JANA) in a 1987 paper, they conclude that HIV/AIDS evolved from Visna.
What is shown here are the connection and the nexus of how Visna has been manipulated through gene splicing and placed into the human genome so that we would have no natural affinity towards the Visna. Indeed, it would be an acquired immune deficiency.
That’s the exact language of the congressional testimony in June 1969. They were working on something for which no natural immunity could have been acquired, and that is from the congressional records that set House Resolution 15090, page 129 and the heading there is “Synthetic Biological Agents.”
So what we find is that this inducement and development of HIV/AIDS, as they proclaim it to be a mystery illness from nature, is, indeed, a designer virus from the laboratories of the United States of America.
SM: In reading the June 1969 Senate Subcommittee Hearing on Chemical and Biological Weapons, I was surprised to learn what had been developed during that time.
BG: They go into specific detail as it relates to, not only a lethal agent—HIV and AIDS—but also incapacitating agents which we believe have manifested themselves in chronic fatigue syndrome.
There is also the Gulf War Illness, where Dr. Garth Nicholson proclaimed is the HIV genome with one gene missing.
Therefore, this June 1969 House Resolution 15090 shows that they were working on a synthetic biological agent; in the language of the Pentagon, “an agent that would lead to worldwide scourge or a Black Death type plague.” We believe that they are talking about AIDS.
SM: Who is Dr. Robert Gallo?
BG: Dr. Robert Gallo is one of the primary scientists involved in the Special Virus Program. He located a human retrovirus, an RNA dependant, DNA polymerase, in 1971. That is in the Progress Report, page 105. This isolation was, and is, a plural effusion, from a five-year-old Black American boy that was used as the entity that all has fused from. It’s the research of Dr. Gallo, coupled with the Special Virus Program, in which he had a green light to do whatever it took to develop a special virus for the purpose of population stabilization.
In simpler terms, he received a patent (U.S. Patent No. 4647773) to continue the production of HIV in April 1984. As far back as 1971, he was noted as a project officer. Consequently, President Clinton, before he left the office of the presidency, pardoned Dr. Gallo for any acts relative to this issue.
SM: Your research reports that there was/is a cure for AIDS.
BG: Absolutely. The Flow Chart has five phases. In Phase IV A are immunological controlled experiments where they developed the inhibitors, the vaccines, as well as the cure for HIV/AIDS before it was released. There is a cure for AIDS patented in, I believe, October 1997, a one-time injection that eradicates the HIV/AIDS in the blood system without any side effects.
SM: Were you diagnosed with AIDS?
BG: I had a diagnosis. There is some speculation that it might even have been false-positive. There are many conditions. One of the conditions that I had at that time allowed, for Black people in particular, to test false-positive for HIV/AIDS, whereby you were placed on medicines with tremendous side effects. These medicines led to liver failure that killed a number of persons.
In November 2001, I took the U.S. patented cure and, for the last 33 months from a physical standpoint, have been in the midst of rejuvenation.
Therefore, we do know that the cure is available; it works; we believe it is suppressed simply because not enough people have been killed yet.
SM: What is this cure called?
BG: Tetrasil. It has a second name, which is Imusil. The patent number is 5676977.
SM: Who has the patent on this drug?
BG: The patent was issued to Rabbi Dr. Marvin Antelman of Morantech Corporation in Providence, Rhode Island. In my research and contact with Rabbi Dr. Antelman, he told me he had a college relationship with Dr. Gallo, who had stolen something that he and others had been working on. That led me to think that perhaps Dr. Antelman was given the AIDS cure as a payback by Dr. Gallo. There is a connection between the AIDS invention and the AIDS cure patent program.
There is a tetra silver that is used in swimming pools. We found a similarity of the blood in your body with respect to the water in a swimming pool. If you put something in a disc in your swimming pool, then all the water becomes clear. The same is true with this one-time injection of purifying the blood in the body. The process is identical to how you purify the water in the swimming pool, and I believe that the swimming pool product is called tetra silver.
Dr. Antelman changed the name from Tetrasil to Imusil.
SM: Who is Dr. Vincent Gammil?
BG: Dr. Gammil is a friend of mine who led me to the Tetrasil. He was also instrumental in supervising Dr. Roberto Munoz, of Mexico, when I received the injection in November 2001.
SM: Did you receive the injection in Mexico?
BG: No, I received it in Southern California.
SM: How were you able to get the drug?
BG: The chemical composition of the Tetrasil is Ag4O4 (Silver 4/Oxygen 4). It is a relatively simple compound to make.
We could flood Africa with it and bolster the individuals who are suffering and laboring under the throes of HIV and AIDS, so that we have a chance to save the continent. As we speak, the first trials of the cure, Tetrasil, have gotten underway, with only three individuals in Kinshasa taking the injection.
A recent report was that the individuals are doing well and are delighted to have had the AIDS cure. Therefore, we know it works and we know that it is suppressed.

Re: Hope in clinical trials of AIDS Cure
Dear Chairman Feingold:
I write today to report on my recent trip to Africa . At the invitation of a Zambian businessman, I traveled to Lusaka last month for the purposes of convincing the Zambian government to begin the ‘clinical trials’ of the U.S. patented CURE for AIDS, U.S. patent number 5676977 (“TETRASIL”). According to the U.S. patent office, Tetrasil is a one-time infusion for curing AIDS. As a recipient of the Tetrasil myself, I can personally attest to the many benefits that I have garnered over the past six years.
As Chairman of the African Committee I feel compelled to alert you of the African desire to be free of the U.S. AIDS virus. In this regard, your Committee has never addressed the federal virus development program that preceded HIV/AIDS.
Although the U.S. development of HIV/AIDS permeates the entire 20th Century, the formal program began in 1962. The U.S. Special Virus program produced some fifteen yearly progress reports of every experiment and contract of the development of HIV/AIDS between 1962 and 1978.
It is incumbent upon your Committee to review and investigate this federal program. This is the same request we made of our government in 2000.
Dr. Victoria Cargill, NIH’s Medical Officer for HIV/AIDS Research, located the blueprint (a 1971 flowchart) of the development of HIV/AIDS, as well as some of the Progress Reports of the Special Virus Program, from the archives of the National Cancer Institute. On May 15, 2000, she wrote a letter to that effect, declaring that the flowchart is the flowchart of the human immune deficiency virus.
Dr. Cargill forwarded the information to Dr. Alan S. Rabson, Deputy Director of the National Cancer Institute (NCI).
Dr. Rabson thwarted any further investigation of the U.S. Special Virus program because he is listed as a member of the “Developmental Segment” (of HIV/AIDS) in 1971. See, page 12, progress report #8 (1971), U.S. Special Virus program (1962 – 1978).
It is clear without oversight from this Committee and your leadership, there will always remain, even perhaps, purposefully so, some doubt that a monkey and an African could have been a ‘natural’ beginning to the greatest calamity in human history.
In light of the fifteen progress reports of this federal program, we are certain the African governments will require ‘explanation’ for the HIV/AIDS weapon.
Any cursory review of the U.S. Pentagon’s sworn testimony of June 9, 1969 will definitively prove HIV/AIDS is the ‘synthetic biological agent’ sought by the U.S. Pentagon and paid for by the U.S. Congress.
I can assure the African governments have read page 129 of U.S. House Resolution 15090. Our President was factually incorrect when he declared in his 2003 State of the Union Address that HIV/AIDS was a plague of nature.
Mr. Chairman, if HIV/AIDS is a plague of nature, then where is the Pentagon’s synthetic agent, that was funded, that appears to do EXACTLY what HIV/AIDS does?

There is a substantial basis in U.S. law and fact for the allegation and the conclusion the United States federal government made AIDS, a “candidate human virus”.

The 1971 “research logic” flowchart of the U.S. Special Virus program is first located at page 61 of progress report #8 (1971).
The preceding sixty pages answer every question as to the “purpose”, “desire” and “intent” of the United States to make a “candidate human virus”. Any review of the U.S. Special Virus program and its fifteen progress reports will solve and end HIV/AIDS. Specifically, according to the 1972 report, the United States began testing the AIDS vaccine in 1972.
2. the 1997 CURE for AIDS
Any review of the U.S. Special Virus program will further prove the program is based on a “mouse model” and that a CURE for AIDS was developed in the laboratory mice. See, U.S. patent# 5676977.
3. U.S. House Resolution 15090
The page 129 testimony proves beyond a shadow of a doubt the United States has subrogated the U.S. Constitution. The early files are located in the National Research Council of the National Academy of Sciences. This Congressional funding of AIDS development is consistent with Foreign Policy Statement-21 (“FPS-21”), February 1948. On March 16, 1970, President Nixon handed out pens as he signed the development of HIV/AIDS into law. Even before 15090, Fort Detrick’s April 4 -5 , 1969 conference, “Entry and Control of Foreign Nucleic Acid” led the way. These conference papers will also show the complete criminal culpability of our government to make a silent weapon for a quiet war contrary to the United States Constitution and every world governing authority regarding genocide, weapons of mass destruction and human life. In the 1980s and early 1990s, the outbreak of HIV and AIDS swept across the United States and rest of the world, though the disease originated decades earlier. Today, more than 70 million people have been infected with HIV and about 35 million have died from AIDS since the start of the pandemic, according to the World Health Organization (WH)).

At the 1974 World Population Conference in Bucharest, Romania, the African leaders ‘balked’ at the idea of the “introduction” of AIDS (only) in Africa and only to Blacks. The United States agreed to give it to White people here.
The United States recruited 1086 White, promiscuous homosexuals and gave them AIDS (the U.S. Special Virus) in batch #751 of Merck’s experimental hepatitis b vaccine. It is alleged the U.S. Department of Justice is illegally withholding this specific information.

The Icelandic sheep sequences defy explanation in the genome of HIV/AIDS for a number of reasons. Most noticeable however is the narrative associated from the United States progress reports. On page 39 of progress report #8 (1971), the United States concedes that visna had not yet been associated with human disease. However, on July 18 1983 Dr. Matthew Gonda informed the U.S. AIDS Task Force that HIV/AIDS had evolved from visna.
When and how did visna “cross species” between 1971 and 1983 so as to become the ‘etiological agent’ of HIV/AIDS? The issue of reparations revolves around the visna in my blood. A simple oral swab for a human test for visna will determine the reparations issue. If I test affirmative for visna. I should be repaired.
8. The missing progress reports
Dr. Alan Rabson was a member of the “Developmental Committee” of the U.S. Special Virus program and as Deputy Director of the National Cancer Institute, he has removed progress reports #’s 14 and 15 of the U.S. Special Virus program from the NCI archives.
Dr. Rabson has been maintained in his position solely to allow the U.S. Special Virus program to fester. His actions are in clear violation of U.S. law.
Mr. Attorney General, we believe there is no more important an issue than one that seeks to buttress the Constitution. We write today to strengthen the security of our homeland, the United States of America, by requesting an investigation into the U.S. Special Virus program (1962 – 1978), its 1971 flowchart and fifteen progress reports, as well as the ten-year on the shelf CURE for AIDS, U.S. patent#5676977. The History of the Development of AIDS
Chapter Excerpt from “State Origin: The Evidence of the Laboratory Birth of AIDS”

The true history of the origin of AIDS can be traced throughout the 20th Century and back to 1878. On April 29 of that year the United States passed a “FEDERAL QUARANTINE ACT”.
The United States began a significant effort to investigate “causes” of epidemic diseases. In 1887, the effort was enhanced with the mandate of the U.S. “LABORATORY OF HYGIENE”. This lab was run by Dr. Joseph J. Kinyoun, a deep rooted-racist, who served the eugenics movement with dedication.
Two years later, 1889, we were able to identify “mycoplasmas”, a transmissible agent, that is now found at the heart of human diseases, including (AIDS) HIV.
In 1893, we strengthened the Federal Quarantine Act and suddenly there was an explosion of polio.
In 1898, we knew we could use mycoplasma to cause epidemics, because we were able to do so in cattle, and we saw it in tobacco plants.
In 1899, the U.S. Congress began investigating “leprosy in the United States”.
In 1902, We organized a “Station for Experimental Evolution” and we were able to identify diseases of an ethnic nature.
In 1904, we used mycoplasma to cause an epidemic in horses.
In 1910, we used mycoplasma to cause an epidemic in fowl/birds.
In 1917, we formed the “Federation of the American Society for Experimental Biology” (FASEB).
In 1918, the influenza virus killed millions of unsuspecting. It was a flu virus modified with a bird mycoplasma for which human primates had no “acquired immunity”.
In 1921, lead eugenics philosopher, Betrand Russell, publicly supported the “necessity for “organized” plagues” against the Black population.
In 1931, we secretly tested African Americans, and we tested AIDS in sheep.
In 1935, we learned we could crystallize the tobacco mycoplasma, and it would remain infectious.
In 1943, we officially began our bio-warfare program. Shortly thereafter, we were finding our way to New Guinea to study mycoplasma in humans.
In 1945, we witnessed the greatest influx of foreign scientists in history into the U.S. biological program. Operation Paperclip will live in infamy as one of the darkest programs of a twisted parallel government fixated on genocide.
In 1946, the United States Navy hired Dr. Earl Traub, a notorious racist biologist.
A May appropriations hearing confirms the existence of a “secret” biological weapon.
In 1948, we know that the United States confirmed the endorsement of “devising a scheme” in which to address the issue of overpopulation in certain racial groups. State Department’s George McKennan’s memo will forever illuminate the eugenics mendacity necessary for genocide of millions of innocent people.
In 1949, Dr. Bjorn Sigurdsson isolates the VISNA virus. Visna is man-made and shares some “unique DNA” with HIV. See, Proceedings of the United States, NAS, Vol. 92, pp. 3283 - 7, (April 11, 1995).
In 1951, we now know our government conducted its first virus attack on African Americans. Crates in Pennsylvania were tainted to see how many Negro crate handlers in Virginia would acquire the placebo virus. They were also experimentally infecting sheep and goats. According to author Eva Snead, they also held their first world conference on an AIDS-like virus.
In 1954, Dr. Bjorn Sigurdsson publishes his first paper on Visna virus and establishes himself as the “Grandfather of the AIDS virus.” He will encounter competition from Dr. Carlton Gajdusek.
In 1955, they were able to artificially assemble the tobacco mosaic virus. Mycoplasmas will forever be at the heart of the U.S. biological warfare program
In 1957, future U.S. president, Rep Gerald Ford and others gave the U.S. Pentagon permission to aggressively deploy offensive biological agents. There are no recorded cases of AIDS prior to the 1957 creation of “Special Operation-X.” (The SOX) program served as the immediate prototype program for the Special Virus program to begin in 1962.
By 1960, Nikita Kruschev had been let in on the biological weapon. His 1960 statement will long reflect the arrogance of the secret blend of communism and democracy. The two countries would go to a November 1972 agreement to cull the Black Population.
In 1961, scientist Haldor Thomar publishes that viruses cause cancer. In 1995, he and Carlton Gajdusek informed the National Academy of Sciences that “the study of Visna in sheep would be the best test for candidate anti-HIV drugs.”
In 1962, under the cover of cancer research, the United States charts a path to commit premeditated murder, the “Special Virus” program begins on February 12th. Dr. Len Hayflick sets up a U.S. mycoplasma laboratory at Stanford University. Many believe the “Special Virus” program began in November 1961 with a Phizer contract.
Beginning in 1963 and for every year thereafter, the “Special Virus” program conducted annual progress reviews at Hershey Medical Center, Hershey, PA. The annual meetings are representative of the aggressive nature in which the United States pursued the development of AIDS.
In 1964, the United States Congress gave full support for the leukemia/lymphoma (AIDS) virus research.
In 1967, the National Academy of Sciences launched a full scale assault on Africa. The CIA (Technical Services Division) acknowledged its secret inoculator program.
In 1969, Fort Detrick told world scientists, and the Pentagon asked for more money, they knew they could make AIDS. Nixon’s July 18 secret memo to Congress on “Overpopulation” serves as the start of the paper trail of the AIDS Holocaust.
In 1970, President Nixon signed PL91-213 and John D. Rockefeller, III became the “Population Czar.” Nixon’s August 10 National Security Memo leaves no doubt as to the genocidal nature of depopulation.
In 1971, Progress Report #8 is issued. The flowchart (pg. 61) will forever resolve the true laboratory birth origin of AIDS.
Eventually the Special Virus program will issue 15 reports and over 20,000 scientific papers.
The flowchart links every scientific paper, medical experiment and U.S. contract. The flowchart would remain “missing” until 1999. World scientists were stunned.
The flowchart will gain in significance throughout the 21st Century. It is also clear the experiments conducted under Phase IV-A of the flowchart are our best route to better therapy and treatment for people living with HIV/AIDS.
The first sixty pages of progress report #8 of the Special Virus program prove conclusively the specific goal of the program.
By June 1977, the Special Virus program had produced 15, 000 gallons of AIDS. The AIDS virus was attached as complement to vaccines sent to Africa and Manhattan.
However, because of the thoroughness of authors, like Dr. Robert E. Lee, we also learn the Stanford Mycoplasma Laboratory issues one of the first papers with AIDS in the title. “Viral Infections in Man Associated with Acquired Immunological Deficiency States.” The primary scientist, Dr. Thomas Merigan, was a “consultant” to the Special Virus program.
Progress Report # 8 at 104 - 106 proves Dr. Robert Gallo was secretly working on the development of AIDS with full support of the sector of the U.S. government that seeks to kill its citizens.

Dr. Gallo’s early work and discoveries will finally be viewed in relation to the flowchart. We now know where every experiment fits into the flowchart. The “research logic” is irrefutable evidence of a federal “Manhattan-style project” to develop a “contagious” cancer that “selectively” kills. Dr. Gallo’s 1971 paper is identical to his 1984 AIDS announcement.
Progress Report #8 at 273 - 286 proves we gave AIDS to monkeys. Since 1962, the United States and Dr. Robert Gallo have been inoculating monkeys and re-releasing them back into the wild. Thus, even government scientists are baffled that both HIV-1 and HIV-II would “suddenly emerge” from two distinct monkey ancestral relatives during the last 100 years. A 1999 Japanese study will ultimately prove the Man to Monkey origin of Monkey AIDS. The monkey experiments summary definitively proves Monkey AIDS is also man-made.
In 1972, the United States and the Soviet Union entered into a biological agreement that would signal the death knell for the Black Population. The 1972 agreement for collaboration and cooperation in the development of offensive biological agents is still U. S. policy.
In 1973, we find that world scientist, Garth Nicolson, reports on his project, “Role of the Cell Surface in Escape From Immunological Surveillance.” His report is accompanied by seven published papers. Dr. Nicolson worked in conjunction with the Special Virus program from 1972 until 1978. Dr. Nicolson is considered by some to be Dr. Gallo’s “West Coast” counterpart. It is strongly held that because of Dr. Nicolson, Dr. Robert Gallo and Dr. Luc Montagnier would secretly meet in Southern California to coordinate what they would and would not say about the special virus development program.
In 1974, Furher Henry Kissinger releases his NSSM-200 (U.S. Plan to Address Overpopulation). It is the only issue of discussion at the World Population Conference in Bucharest, Romania. The men in the shadows had won, the whole world agrees to secretly cull Africa’s population. Today it is Africa and other undesirables. Tomorrow it may be you.
In 1975, President Gerald Ford signs National Security Defense Memorandum #314. The United States implements the Kissinger NSSM-200.
In 1976, the United States issues Progress Report #13 of the Special Virus program. The report proves the United States had various international agreements with the Russians, Germans, British, French, Canadians and Japanese. The plot to kill Black people has wide international support. In March, the Special Virus began production of the AIDS virus; by June 1977, the program will have produced 15,000 gallons of AIDS. President Jimmy Carter allows for the continuation of the secret plan to cull the Black Population.
In 1977, Dr. Robert Gallo and the top Soviet Scientists meet to discuss the proliferation of the 15,000 gallons of AIDS. They attach AIDS as complement to the Small pox vaccine for Africa, and the “experimental” hepatitis B vaccine for Manhattan. According to authors June Goodfield and Alan Cantwell, it is Batch #751 that was administered in New York to thousands of innocent people. This government will never be able to repay the people for the social rape, humiliation and out right prejudice people with HIV/AIDS face on a daily basis. The men in the shadows of the AIDS curtain accurately calculated that you would not care if only Blacks and gays are dying.
In fact you don’t care that nearly a half million Gulf War veterans are encumbered with something contagious. Soon there will be no more Black people and a confused military, older White people will start suddenly dying and you still won’t get it. Be here now for us, give us a chance to be there for you.
Suddenly, just as President Nixon had predicted, there was explosive death. On November 4, 1999, the U.S. White House announced,.... “Within a period as short as five years, all new infections of HIV in the United States will be African American....” At some point our experts must be allowed to begin the interface process of allowing the history of this virus program to count. It is ludicrous and preposterous to fail to review the U.S. virus program in which to elucidate the etiology of AIDS.
More of the history of the secret virus program can be found in the archives of Dr. John B. Moloney. A review of the files under Dr. Moloney’s name would further pinpoint additional dates and records consistent with one of the greatest hunts, capture and proliferation of disease in the history of the human race. We have found the missing link. It is the guts of the research logic of a federal program that seeks to kill.
We have found a curtain of AIDS. We can identify some of the people who work in the shadows of the curtain. Dr. Robert Gallo and Dr. Garth Nicolson must lead us in review. In light of the attack mechanisms available in which to inhibit AIDS, it is time that not another person be stricken with this relic, synthetic mycoplasma chimera.
Help those of us who are still here to realize full and contributory lives. We are all one people.
On September 28, 1998 I filed suit against the United States for the “creation”, “production” and “proliferation” of AIDS. On November 7, 2000, the appeals court agreed with the lower court and held AIDS bioengineering as “frivolous.” The world continues to wait for the court to rule on the resubmitted issues. The court can not continue to simply brush aside our experts and the government’s flowchart.
I have been asked to give my perspective with regard to the federal program MK-NAOMI. MK-NAOMI is the code for the development of AIDS.
- The “MK” portion stands for the two co-authors of the AIDS virus, Robert Manaker and Paul Kotin.
- The “NAOMI” portion stands for “Negroes are Only Momentary Individuals.”
Our society is structured to hide crimes committed by the state, while punishing citizens for minor indiscretions.
Their strategy focuses on the general confusion they can create via manipulation of the media. They are very good at what they do.
We must become more focused in our continued presentation of the flowchart. The flowchart is the absolute missing link in proving the existence of a coordinated research program to develop a cancer virus that depletes the immune system. New diseases do not create old illnesses.
This compilation of court documents and correspondence is the true effort of one man’s achievement in solving the mystery of the origin of AIDS. We have found the origin of AIDS, it is us.

The record reveals the United States was represented by Dr. Robert Gallo and the USSR was represented by Dr. Novakhatskiy of the diabolical Ivanosky Institute.
On August 21, 1999, the world first saw the flowchart of the plot to thin the Black Population.
The 1971 AIDS flowchart coordinates over 20,000 scientific papers and fifteen years of progress reports of a secret federal virus development program.
The epidemiology of AIDS is an identical match to the "research logic" identified in the five section foldout.
The flowchart is page 61 of Progress Report #8 (1971) of the Special Virus program of the United States of America.
We today, challenge world scientists to discussion of this document find. We believe there is a daily, growing number of world experts who are all coming to the same conclusion regarding the significance of the flowchart. Dr. Garth Nicolson has examined the flowchart as well as other top notch experts from around the world. It is time for Dr. Michael Morrissey of Germany to examine the flowchart and report to the world.
In addition, we have now examined the 1978 report. It is heresy to continue to further argue the program ended in 1977.
The 1978 report of the development of AIDS leaves no doubt as to the ("narrow result") candidate virus sought by the United States.
The flowchart conclusively proves a secret federal plot to develop a "contagious cancer" that "selectively kills."
Following the presentation of the flowchart in Canada, the same information was presented to the United States in the rotunda of the Western Reserve Historical Society in Cleveland. Shortly thereafter a major African newspaper called and, for four days in a row, this issue was the feature story in an uncensored press. The people of Africa already know about the U.S. virus development program. It is time for the rest of us to know.
In January, the U.S. had no response to my two-page abstract submitted to the African American AIDS 2000 conference. In February, the U.S. Congress had no response to the 3000 Americans who signed signature petitions calling for immediate review of the flowchart and progress reports of the secret virus development program. We firmly believe once the dust settles from the current election marathon, reviewing the special virus program will be the single most important pursuit of the 21st Century.
More scientists and doctors must join with Dr. Nicolson, Dr. Strecker, Dr. Cantwell, Dr. Horowitz, Dr. Lee, Dr. Wainwright, Dr. Halstead and Professor Boyle. In any public debate on this issue, we will continue to present the flowchart of the secret virus development program, as the "irrefutable missing link" in the true laboratory origin of AIDS. We have successfully navigated a federal maze and matrix and found a curtain surrounding the issue of AIDS. The 1999 discovery and presentation of the AIDS flowchart is a "smoke detector" wake up call. Society has an obligation to do more than don masks.
